meta-phosphor: rest: rename as git

Rename phosphor-rest.bb to phosphor-rest_git.bb per OE norms.  This
receives its SRCREV from phosphor-rest.inc.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
