meta-phosphor: use obmc-phosphor-user for qemu systems Yocto 2.1 can't seem to find the original reference package obmc-phosphor-userd. obmc-phosphor-user is a full implementation that works on qemu, so we will use it. Signed-off-by: Patrick Williams <patrick@stwcx.xyz>
