cf-fsi-firmware: Update to v4

The latest version uses a unified firmware binary, so we can use the one
binary on all machines.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
