phosphor: drop meta-webserver from sample conf

There aren't any dependencies in meta-phosphor on anything in
meta-webserver, so drop meta-webserver from the sample configuration.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
