meta-phosphor: add recipe for ipmi-blob-tool

Add a recipe for ipmi-blob-tool.  This repository cannot have
BMC-specific dependencies, but BMC-specific code can depend on it.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
