stdplus: Add package

Ideally this would be using meson but our current version 0.47.2 is not
new enough to support that yet.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
