meta-phosphor: ipmi-flash depends on ipmi-blob-tool

The BMC-side and host-side of phosphor-ipmi-flash will require materials
provided by ipmi-blob-tool.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
