meta-phosphor: fans: remove native support

All OpenBMC BSP layers have moved to target class config recipes.  As
such, support for native class config recipes can be removed.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
