Add recipes for building webui on target

This patchset adds the ability to build and package the phosphor-webui
and rest-dbus packages as static assets into the filesystem, for the
webserver to host.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
