      Add checking ApplyTime for static layout

With the new support for ApplyTime on static layout, the reboot
service files move from the ubi bbclass to the common BMC updater.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
