meta-phosphor: Update phosphor-fan python depends

Update needed to handle transition to python3 so the proper version of
python dependencies are picked up.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
