meta-phosphor: add phosphor-nvme recipe

This recipe builds and installs the Phosphor NVMe monitor daemon and
sets up the service file to start it.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
