Setting root password moved to distro

Moved setting default root user password to
distro instead of applying it in every conf.

Unit-test:
Verified /etc/shadow file updated accordingly.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
