Revert "format-code: fail on markdownlint warnings"

This reverts commit e91217edf290aaa84f87305f3d4ec9afc21f9dc2.

It seems prettier and markdownlint can sometimes require conflicting
layouts[1][2][3][4]. Return to ignoring markdownlint until we better
understand the issue.
