Moved modify operator user attribute test out of a test
Changes:
- Moved modify operator user attribute test out of
Verify Modifying User Attributes test case and added a
new seperate test case for it
- This is done to skip operator user-related test
Tested:
- Ran both the old and new test cases and they passed
