IPMI: Changed Chassis Identify URI in test_ipmi_general.robot

Changes:
  - In test_ipmi_general.robot changed LED URI as LocationIndicatorActive and its attribute as True/False

Tested:
  - Ran ipmi/test_ipmi_general.robot script Successfully
