Add fix of telemetry test case

Changes:
    -  Avoid magic numbers in the telemetry definition
       provided add telemetry discovery algorithm.
    -  The following attributes are removed as no longer
       seen and not important:
       pcie_dcm0_power
       io_dcm0_power

Tested:
     - Ran the test cases from the sandbox successfully.
