Increased the wait time for BMC standby state
Changes:
- On some system, BMC is taking 3 mins time to reach BMC
standby state. So increase the wait time to 5 mins.
Tested: - Ran Redfish_BMC_Manager_ForceRestart_When_Host_Off test
from sandbox successfully. This test was failing earlier.
