GUI: Added 'Is Server Status Off' keyword

Changes:
	- In gui/gui_test/operations_menu/test_server_power_operations_sub_menu.robot
	- Added 'Is Server Status Off' keyword to check the server status while rebooting.

Tested:
	-Ran above test case from sandbox successfully.
