Revise eSEL checking in htx_hardbootme

There is a check for eSELs every ${HTX_LOOP). We want to check
every ${HTX_INTERVAL} insted. This will catch eSELs when there is
no htx_error.

Resolves openbmc/openbmc-test-automation#1481
