Increment boot attempts left count for the TC

Changes:
     - Increment boot attempts left count to 3 for the test case
     - 'Verify Boot AttemptsLeft When Power Off'.

Tested:
     - Tested on BMC environment.

Resolves  openbmc/openbmc-test-automation#2224
