Get Boot Progress: Determine old or new location.

The Boot Progress value is moving from its old location:

/org/openbmc/sensors/host/BootProgress/attr/value

To a new location:

/xyz/openbmc_project/state/host0/attr/BootProgress

This change allows Get Boot Progress to figure out whether the old
location is legitimate.  If not, it will retrieve the value from the
new location.
