Test power supply redundancy using IPMI.

Added:
    - Test cases to enable and disable using IPMI.
    - Update existing test names and tags and minor fixes.
    - Update test_lists/CT_basic_run tag names.

Resolves  openbmc/openbmc-test-automation#1226
