IPMI user management test suite with basic test

Testcases added:
    - Test IPMI user creation with valid name
    - Verify IPMI user creation with invalid name
    - Verify IPMI user creation with invalid ID
    - Verify setting IPMI user with invalid password
    - Verify setting IPMI root user with new name
