Fix two CI code formatting errors

The CI reports the following two errors:
* typing.Any unused in tof-voters/libvoters/subcmd/analyzer-commits.py
* the "function" keyword in prepare-emmc-qemu is not needed

Fixing as suggested by the CI.

Tested: Ran the CI locally, the CI passes.
