swift:  Add pcie temp sensor hwmon configs

Swift uses 2 TMP275s to monitor the PCIE inlet temp, one between
cards 0 and 1, and the other between cards 2 and 3.  They are both
on I2C bus 12.

Tested:  Built an image and checked rootfs for the config files.
