witherspoon: Move systemd to recipes-core

Technically bitbake does not care where bbappends live but the
universal norm is to put bbappend files in the same directory
as the base recipe.  Update to match meta-witherspoon and oe-core.

Tested: Booted QEMU witherspoon image to shell
