dumpMetadata.py: Fix for RPM5 - 5.4.9 integration

RPM5 no longer has a switch to disable signature validation.  (Due to security
validation concerns.)

Upstream-Status: Inappropriate [other]
  createrepo does not support RPM5 upstream
