Add '0x' Prefix to Indicate Hexadecimal Values

When setting the SRC6 as a hexadecimal number, the '0x' prefix was
missing, causing incorrect values in the PEL. Additionally, changed
'enabled' to 'allowed' when checking for conditional compilation.
