debug collector: use sdbus++ for exception files
Log sbusplus exceptions instead of phosphor-logging
error exceptions.
For metadata use manually generated elog-errors.hpp this
is to cater for building repositories without depending
on phosphor-logging
Resolves openbmc/openbmc#1469
