meson: switch code dependency to libsystemd

For a while now systemd has packaged a separate `libsystemd`.  For
meson dependency, `systemd` should be used when looking for systemd
service file paths and `libsystemd` should be used for `sd_*` functions.

Update the dependency accordingly.
