Update to the new SEL reservation check

The interface to check SEL reservation IDs changed in
openbmc/phosphor-host-ipmid, commit
13e67c8d43064d58fb8c4cc7757abb823e3ac51e.  This commit updates
to use the new interface to check the SEL Rserveration ID.
