Host reset: Change deletes to clears

This commit changes the behavior of the host factory reset to
clear affected read-write and preserved volumes, rather than
deleting them.

Resolves openbmc/openbmc#2322

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
