phal: fix ignoring attributes warning

This to fix the below compilation warnings with latest
yocto rebase .

einit_devtree.cpp:28:62: error: ignoring attributes
  on template argument 'int (*)(FILE*)'
 [-Werror=ignored-attributes]
|    28 | using FILE_Ptr =
     std::unique_ptr<FILE, decltype(&std::fclose)>;

To Build

To build this package, do the following steps:

    1. meson builddir
    2. ninja -C builddir

To build with phal feature:
    1. meson builddir -Dphal=enabled -Dopenfsi=enabled
    2. ninja -C builddir

To clean the repository run `ninja -C builddir/ clean`.
