In startHost, don't set bit 2 in scratch reg 8

This was keeping hostboot from using some default scratch
register settings.

Tested: Tested by HW team

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
