New procedure to set synchronous FSI clock mode

This procedure is required when switching to external
cronus mode which needs synchronous FSI clock mode set
as opposed to the asynchronous mode required by the Open FSI
driver.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
