pfr-manager: Remove the compiler flag -fno-rtti to fix build

Remove the compiler flag -fno-rtti as a temp workaround for Boost asio
defect. Refer chriskohlhoff/asio#533 for info.

Tested:
Build is successful in gerrit with this fix.
