InitiateOffload method for the dump entry

The InitiateOffload method is for retrieving the dump stored
in the BMC or Host memory. The transfer of the dump will be
initiated once this method is called on an entry.

Only the xyz/openbmc_project interfaces are built by default.

Enable the OpenPower D-Bus interfaces with:
