Create Network.Client interface

Provide an interface for configuring the network client/endpoint.

D-Bus object which wants to keep the network endpoint info
can extend this interface.

e.g: Network endpoint could be SNMP mangers or LDAP servers etc.

Resolves openbmc/openbmc#3004
