Control.Power.Mode: Add errors to properties

Add two errors to the PowerMode property:
  NotAllowed - when the mode is not allowed to be set
  InvalidArgument - when the mode is not a valid value

Errors will be generated by openpower-occ-control

Tested on Rainier
