control:configs: Add an intfs removed trigger

Add an interfaces_removed trigger to the action that sets fan floors
when sensors are nonfunctional so that it runs when the
OperationalStatus interface is removed from D-Bus.

This is necessary so that if the only non functional sensor is removed
the action will run and remove its floor hold.
