monitor:ibm,bonnell: Add minimal config file Add the minimum fan monitor config file required for Bonnell power on. It is minimal because: * It just has entries for one of the two dual rotors on each fan. * At least one is required. If none, system will shut down. * It has no shutdown rules based on faulted/missing fans. * It copies the other characteristics from Rainier.
