chassis: remove startup dependencies

Currently, on start if services aren't avaialble ipmid
throws and crashes. This changes the lookup of settings
to when the command is actually called.

Tested: ipmi chassis status still works

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
