host-ipmid: ipmid-api: drop extern C linking

Header not used by any C code at this point, drop extern C linking and
unused headers associated with C compilation.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
