chassishandler:Get Chassis Capabilities to new API

Rewrite "get chassis capabilities" command to use newly introduced
IPMI provider API.

Tested:
verified using ipmitool raw command.

Command:  ipmitool raw 0x00 0x00 // get chassis capabilities command
Response: 06 20 20 20 20 20

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
