storagehandler: move Clear SEL to new IPMI API

Rewritten "Clear SEL" command to use the newly
introduced IPMI provider API.

Tested:
verified operation of clear SEL, and queried
the sel list before & after clear SEL
execution.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
