Revert "Watchdog: Add Notlog setting function"

This reverts commit 5203602888ecd350bafc941b932ad3e01350be19.

The dbus interfaces and the implementation of this in phosphor-watchdog
was abandoned without being merged.  We need to revert this in order
to get phosphor-host-ipmi SRCREV updates moving.
