Reducing IPMI logging footprint

-host-ipmid is very noisy in terms of journal logging. A small step
towards cleaning that up.
-Also converted printfs to phosphor-logging.

Partially Resolves openbmc/openbmc#2507

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
