chassishandler: move set chassis cap to new api

Rewrite set chassis capabilities to use new ipmi provider api

Tested:
verified ipmitool raw get chassis capabilities command

ipmitool raw 0 5 00 20 20 20 20 20 // set chassis cap command

ipmitool raw 0 0  // get chassis cap command
00 14 14 14 14 14  // updated response in hex

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
