SensorReading: Move set SensorReading to new API.

Rewrite "set SensorReading" command to use the newly introduced
IPMI provider API.

Tested:
Verified using ipmitool "set SensorReading", behavior is same before
and after the changes.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
